The process of lawmaking for cities and towns in Wyoming is done by ordinance. An ordinance is defined as a municipal regulation or statute. A proposed ordinance MUST be publicly read on three different days, and at least ten days must elapse between the first reading and third, or final, reading. In the City of Green River formal Council meetings are held on the first and third Tuesdays at 7 p.m. every month unless otherwise authorized. Therefore, in order for ordinances to become law, it takes six weeks to complete the process. During the process the Governing Body can make changes to the original ordinance throughout the six weeks, up to and including the third and final reading. The lawmaking process provides all citizens with the opportunity to express their opinions during first reading, second reading and third reading. During this work in progress, opinions are expressed and changes to the ordinance may be made along the way to the final vote on third reading. This ensures that groups whose needs are typically under-represented in the community get a voice in the democratic process.
